Manchester City striker Roque Santa Cruz would be a Lazio player if not for coach Edy Reja.
Santa Cruz, 29, and City were then victims of a Lazio smear campaign.
A Lazio source told the Mail on Sunday: "(Fabio) Capello’s friend Edy Reja got cold feet and decided he had too many strikers already with Mauro Zarate, Sergio Floccari, Pasquale Foggia and Tommaso Rocchi all available.
"Lazio didn’t want to anger their own fans so they deliberately starting leaking a story that City and Santa Cruz were asking too much money from their point of view.
"But the real reason the move broke down wasn’t the money, it was all about Edy Reja changing his mind."

Valon Behrami insists he won't be found wanting for West Ham United, despite not getting his move to AS Roma this week.
The 25-year-old especially wants to repay the supporters who have appreciated his whole-hearted approach since he first signed from S.S. Lazio two years ago.
"After the transfer window was closed," he told whufc.com. "Everything was OK for me. I am concentrating 100 per cent to give this club good results. There is nothing more in my head.
"In the last three weeks, the manager and the chairman have both helped me a lot because they understood the situation. Of course in football, there is the business side as well. We didn't find the right solution for the club and for me.
"I now just want to try to help everyone here, the people who have helped me with a difficult moment [in my life]. Now we as a team are in a difficult moment and I give everything.
"I feel that the fans understand my situation and they will help me like they did in my first two years at West Ham. And they will also do that for the third year. They know I try to give 100 per cent, sometimes it was good, sometimes not - but if we are all together I feel we can do something good this year."

Lotito: Lazio will consider Man City striker Santa Cruz in January
Lazio president Claudio Lotito has explained why they didn't push through a deal for Manchester City striker Roque Santa Cruz.
Lotito went well down the road for Santa Cruz, but says he's now happy to wait until January to try again for the Paraguay international.
"We decided to take our time and wait for the market in January to consider whether he will be necessary for inclusion, since in that role we have already Zarate, Floccari, Foggia and Rocchi," said Lotito.
"So we'll talk about him again in the winter (market)."

Italy chief Riva: Sampdoria striker Cassano upset over injury rumours
Italy team manager Gigi Riva admits Sampdoria striker Antonio Cassano is upset over claims he has not played at full throttle due to injury.
Cassano limped off during the final minutes of the Champions League play-off against Werder Bremen and was again forced off the field in Sunday’s 2-0 victory over Lazio.
There were fears he’d have to abandon the Azzurri camp ahead of the Euro 2012 qualifiers with a back injury, but he is training to be fit in time.
“I saw that Cassano was irritated at the rumours aimed at underplaying his injury,” revealed team manager Riva.
“He is doing better today. Cesare Prandelli and his staff will do everything possible to get him ready for the games.”

Roque Santa Cruz has been named in Manchester City's Premier League squad.
The Blues had to announce their 25-man squad along with the rest of their Premier League rivals on Wednesday and Santa Cruz was a surprise inclusion given the speculation over his future during the summer.
Lazio had hoped to agree a season-long loan deal for the Paraguay international while former City boss Mark Hughes expressed an interest in taking the 29-year-old striker to Fulham.
But after Craig Bellamy was loaned to Cardiff, deadline-day deals saw Robinho and Felipe Caicedo also depart, giving Santa Cruz another chance to establish himself at Eastlands after his £17.5million move from Blackburn last summer.

Spurs had failed with a bid of €20 million for the former Birmingham City striker on Monday, but Lotito was encouraged enough to travel to London for more talks, says TMW.
Despite his presence, nothing could be struck and Lotito left White Hart Lane empty handed.

Manchester City striker Roque Santa Cruz has an uncertain future after missing out on a loan move to Lazio.
With Premier League clubs set to trim their squads to 25, the Paraguayan faces some time of being unsure of just exactly where his career is at.
City boss Roberto Mancini has told Santa Cruz that he does not plan to use him this season meaning the 29-year old will have to train with the reserves and then hope a club comes in to loan him.
"I have always been happy at City and was looking forward to the season and to being part of a great club here,” he said.
"Unfortunately, the manager has told me he won't be counting me for the rest of the season.
"All I can do is train hard, not get angry, prove my fitness and hope a loan can be sorted out.
"Lazio were there to take me but a deal could not be agreed.”

Professional Footballers Australia (PFA) today announced the shortlists for the 2010 PFA Footballer of the Year and the PFA Harry Kewell Medal for Australia’s best player under the age of 23.
The more than 300 PFA members based in Australia and throughout the world will now vote to determine the winners, who will be announced at the 2010 Australian Football Awards gala in Sydney on 7 October 2010.
The PFA Footballers’ Champion Awards are unique in Australian football as they are open to players plying their trade at home and abroad, take into account performances for both club and country and are voted for by the judges all professional footballers most highly regard – their peers.

The shortlists were voted on throughout the 2009/2010 football season at regular sittings of the highly credentialed PFA Awards Committee. Performances by PFA members in some of the world’s best club competitions, the A-League, the FIFA World Cup South Africa and the FIFA U20 World Cup Egypt were all taken into account.
The Australian Football Awards also incorporate the Football Federation Australia (FFA) awards which recognise the entire football family at a professional and non professional level. The professional category includes FFA Footballer of the Year and FFA U20 Footballer of the Year awards for both men and women, honouring on field excellence and off field professionalism of Australian professional football players. The non professional category includes a team, volunteer, coach and referee award.
Zaccheroni gets Japan job

Italian tactician Alberto Zaccheroni has landed the Japan national team job.
The 57-year old Italian, who most recently undertook a short-term contract with last season’s crisis club Juventus, becomes the first man from his homeland to be appointed as coach of Japan.
Zaccheroni, who has also managed Torino, Inter Milan, Lazio, AC Milan and Udinese among others, replaces Takeshi Okada whose tenured ended after the World Cup in July.
The Blue Samurai have friendlies this week, beginning with Paraguay on September 4 and followed by Guatemala three days later but Zaccheroni will not oversee those matches because a visa will not have been sorted in time.
Instead, technical director Hiromi Hara will be caretaker for those two games before Zaccheroni takes full control.

Il Messaggero says Lazio expect to complete Santa Cruz's signing this morning. City boss Roberto Mancini confirmed an offer had arrived for the Paraguay striker after yesterday's defeat to Sunderland.
Lazio are ready to fund the deal by selling Mauro Zarate to Fiorentina.
The Argentine firebrand has also been linked with Tottenham.

Tottenham are eyeing a move for Lazio ace Mauro Zarate.
The Mirror says the Argentine striker, 23, was a big hit on loan at Birmingham after arriving in January 2008 from Al Sadd in Qatar.
But Brum were relegated and could not afford to keep the exciting attacking talent who scored four goals in 14 games.
Now a return to the English top-flight is on the cards for the diminutive striker with Spurs eyeing the ace.
Tottenham boss Harry Redknapp almost took Zarate to Portsmouth previously.
The striker is out of favour at Lazio and can leave on loan for a fee of around £1million.
Zarate's representative Barry McIntosh said: "There is quite a bit of interest in Mauro.
"Everyone saw what he did at Birmingham where he scored four goals in a relegated side.
"Harry has like Mauro for sometime so it is a possibility."
